 VP - PMO Leader ​

The VP - China PMO Leader​ in the Department of Biologics Manufacturing will report to VP Global Engineering in the US. summary of the job is below.
An experienced professional with 25 + years of experience leading an organization focused on Capital Project Management Processes and delivery of Capital Projects across a network of BioManufacturing facilities across China.
Must have experience managing a Capital Portfolio in the $100 MM to $500 MM range on an annualized basis. Experienced managing the overall capital budget for a network of sites including annual budgeting, monthly cash flow analysis, and cost /schedule adherence and reporting against the plan. Familiarity with the use/development of an automated system to collect and manage the overall capital portfolio. Also, must have extensive project management experience managing capital projects in a GMP environment from feasibility/concept/basic and detailed design phases through
construction, C&Q and client handover in China. Must exhibit past experiences developing a team of both in house and contract project managers to execute and deliver high value capital projects including estimating, project management and
execution. Experienced dealing with multiple A/E firms, process equipment and other solution providers used to execute these capital projects.

Responsibilities 

  • Lead the China PMO Team on projects in China. Oversee the design, construction, commissioning, qualification, and handover efforts across a diverse portfolio of capital projects in China.
  • Assist in developing a formal Capital Project Execution Methodology with proper stage gates and deliverables along with core templates to bring a consistent data driven approach to capital project execution.
  • Manage the overall Capital Budget for the China network working closely with the BioManufacturing Operations (BMO) and Finance. Lead monthly Dashboard reviews across the China capital portfolio of projects and develop key metrics for managing the projects and the associated capital budgets. Provide updates to the Board of Directors on a quarterly basis.
  • Develop a network of Capital Leads at each site across the assigned China locations.
  • Develop/Mentor the existing Project Managers on core PMP related skills and obtain PMP Certification for all Project Managers. Position aspiring to the role of Project Manager and work with other Global Engineering teams to cultivate talent for future roles managing projects.
  • Utilize the Global Engineering Subject Matter Expert groups and outside resources as required to bring the required functional skills to all capital projects across China.
  • Develop Project Standards and Guidelines in conjunction with the SME groups and ensure they are applied to the design, construction, commissioning and qualification and start-up phases of Capital Projects.
  • Develop a library of company’s project benchmarks in China for estimating new capital projects and blend external benchmarks for estimating future capital projects.
  • Ensures VP of Global Engineering and the Senior Management is well informed on progress of the associated China Capital Portfolio.
  • Assist on other Global Engineering activities as required.

Requirements

Job Requirements:
  • 25+ years experience in leading large capital teams in China on large scale Biologics Manufacturing projects and overall capital project delivery within China.
  • Excellent communications skills on technical process, engineering and project management topics
  • Fluent in written and verbal English communication

Experience / Education
  • Bachelors’ degree with a major in Chemical or Biological Engineering or other science related field or equivalent experience and MBA preferred.

Knowledge / Skills / Abilities:
  • Ability to make decisions based on a wide knowledge of factors where application of advanced or technical concepts is predominantly required.
  • Ability to evaluate technical data and write technical documents.
  • Ability to use judgment as dictated by complexity of situation.
  • Ability to work under limited supervision and to handle problems of a difficult nature.
  • Ability to work effectively as part of a team and to exhibit effective interpersonal skills.
  • Ability to receive and comprehend and to effectively communicate detailed information through verbal and written communication.
  • Proficient in Oral & Written communication skills
  • Need to be able to read, write and understand English
  • Proficient in Microsoft (Excel, Word, Outlook and other systems)
